NOTICE is hereby given that Anniston Waterworks & Sewer Board (AWWSB) will receive sealed bids from qualified Bidders for the following Project:
FORT MCCLELLAN – PUMP STATION REPLACEMENT
Sealed bids will be received by Anniston Waterworks & Sewer Board at the office of the Clifton Osborne, Anniston Waterworks & Sewer Board, 1429 Noble Street, Anniston, AL 36201 until 10:00 A.M. local time on Thursday, December 11, 2025, and shortly thereafter publicly opened, read aloud, and recorded. Contractors have the option of submitting bids in a sealed envelope or through the Engineer’s electronic bid submission portal at www.waggonerengplans.com . Registration and a valid email address are required for electronic id submission. Further instructions are provided in the Contract Documents package.
A summary of the work items is included below:
1. Construction of a new duplex submersible pump station to completely replace the existing pump station, including a new doghouse manhole, new wet well, new submersible pumps and controls, new valve vault, associated piping, elevated grating structure with steps, and new electrical service connection and equipment.
2. Complete removal of one tree in the construction area prior to April 1, 2026, in keeping with bat habitat regulations and related miscellaneous site work, including minor grading with installation of a new driveway culvert pipe and gravel drive.
The above description is a general summary for bidders only and bidders must include all items indicated in the drawings, specifications, and other contract documentation. The contract time for the work included in this contract is two hundred seventy (270) Calendar Days. The Contract will be subject to Liquidated Damages of five hundred dollars ($500.00) per calendar day for each day in default after the stipulated substantial completion date. The contract time will begin on the date specified in the written Notice to Proceed.
Bidders must be qualified under Alabama State law and possess a Certificate of Responsibility issued by the Alabama State Board of Public Contractors. This Project is expected to exceed $50,000, therefore the Certificate of Responsibility Number shall be written on the outside of the sealed bid envelope. For electronic bids, the COR information may be submitted as an attachment with the electronic bid submittal. All bids shall be in compliance with and subject to the guidelines and requirements of Alabama State Code.
Each bidder must deposit with his bid a Bid Bond or Certified Check in an amount equal to not less than five percent (5%) of the total bid, but in no event more than $10,000, payable to Anniston Waterworks & Sewer Board as bid security. Prior to the start of work, the successful bidder shall furnish a Proof of Insurance, along with Performance and Payment Bonds in the amount of 100% of the contract amount awarded. Attorneys-in-fact who sign Bid Bonds or Payment Bonds and Performance Bonds must file with each bond a certified and effective dated copy of their Power of Attorney. Bidders shall also submit a current financial statement if requested by Anniston Waterworks & Sewer Board.
In-person attendance at a mandatory Pre-Bid Conference is a requirement of submitting a Bid for this project. The Mandatory Pre-Bid Meeting will be held on Wednesday, December 3, 2025, at 1:00 p.m. at the office of AWWSB, 1429 Noble Street, Anniston, AL.

Plans and a list of plan holders can be viewed for no charge or physically purchased at this website location. Bid Documents will contain instructions for bidding by sealed envelope. Bidders are cautioned to read all instructions carefully. All plan holders are required to have a valid e-mail address to register for an account and log in at www.waggonerengplans.com in order to receive any addenda or updated bid instructions. Purchased bid documents are non-refundable and must be purchased through the website.
Anniston Waterworks & Sewer Board reserves the right to determine responsible bidders, responsive bids, the lowest and best bid, reject any and all bids, award to the bidder believed most advantageous to Anniston Waterworks & Sewer Board, and to waive any informalities in the bids and bidding process.
