NOTICE is hereby given that the Desoto County Regional Utility Authority, Hernando, Mississippi will receive written sealed bids until 10:00 am local time on April 26, 2022 at the office of DeSoto County Regional Utility Authority, 365 Losher Street, Suite 310, Hernando, Mississippi 38632, for the furnishing of all labor and materials and for the construction of that certain project designated as:

Lower Camp Creek Interceptor and Byhalia Overflow Desoto County, Mississippi

The project consists of furnishing and installing the following items: concrete, equipment, earthwork, piping, electrical and control systems, and various related components.

The total Contract Time will be 300 consecutive calendar days and the liquidated damages will be $1,000 per consecutive calendar day thereafter.

A Pre-Bid Conference will be conducted on April 12, 2022 at 10:00 am local time at the Short Fork Wastewater Treatment Facility, 4751 Laughter Road S, Hernando, MS, 38632.

Copies of the plans and specifications, together with contract documents, may be obtained from the office of Waggoner Engineering, Inc., located at 2475 Memphis Street, Hernando, Mississippi 38632, upon payment of $150 for each set, none of which is refundable. The office number is 662-429-2100 and fax number is 662-429-2600.

Bidders shall submit their bids either in a sealed envelope or electronically. Sealed bids will be received at the office of The DeSoto County Regional Utility Authority, 365 Losher Street, Suite 310, Hernando, Mississippi 38632. Electronic bids may be submitted in lieu of a sealed bid through www.waggonerengplans.com

Bid documents are being made available via paper copy or digital copy. Plan holders are required to register for an account and log-in at www.waggonerengplans.com. Plans can be viewed at this website location for no charge or physically purchased. All plan holders are required to have a valid email address for registration. Purchased bid documents are non-refundable and must be purchased through the website. A Bid Bond or a Certified Cashier’s Check in the amount of 5% of the total bid price is required.

Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part by anticipated funds from the Water Pollution Control Revolving Loan Fund (WPCRLF) loan program from the State of Mississippi. Neither the State of Mississippi, the Commission on Environmental Quality nor any of their employees is or will be a party to this invitation for bids or any resulting or related contracts. This procurement will be subject to all applicable sections of the Mississippi Code of 1972, Annotated.

Award will be made to the lowest and best bidder and the Desoto County Regional Utility Authority reserves the right to reject any or all bids and to waive any informalities, technicalities or omissions therein. The Authority also reserves the right to reject bids from bidders that have pending litigation or claims with the Authority or that have pending or past litigation or claims with which the Authority is or has been involved as a third party, or if such bid includes a proposed subcontractor or supplier that has pending litigation or claims with the Authority or that have pending or past litigation or claims with which the Authority is or has been involved as a third party, if the Authority determines, in its sole discretion, such litigation or claims may adversely affect the ability of the parties to work efficiently and effectively under this contract, or for any other reason as determined by the Authority. Any such bid will be returned to the bidder. See Instructions to Bidders in the project specifications for a further description of this and other reservations of rights.
